Abstract

The right of people with disabilities to find respectable employment has been guaranteed by Law Number 8 of 2016 regarding Persons with Disabilities. The Jember Regency Regional Regulation Number 7 of 2016 concerning the Protection and Fulfillment of the Rights of Persons with Disabilities then supports this regulation in Jember Regency. The way these regulations have been put into action, though, has not been the best. As a forum for people with disabilities in Jember Regency, the Association of Persons with Disabilities and Advocacy Center (PERPENCA) attempts to advocate for their legal rights. Therefore, the authors are curious in PERPENCA's strategies and initiatives for advocating for equal employment possibilities for those with impairments. This study's goal was to learn more about how PERPENCA promoted equal employment opportunities for people with disabilities in the Jember Regency through planning, implementation, and evaluation. This study is a case study-style qualitative investigation. In-depth interviewing, participant observation, and documenting are methods for gathering data. Data analysis techniques include data condensing, data presenting, and conclusion making. Triangulation of sources and methods was used to assess the accuracy of the data. This study makes judgments. 1) The implementation of PERPENCA's strategy to promote equal employment opportunities for people with disabilities in Jember Regency is done by holding educational programs, specifically equality programs (A, B, and C), undergraduate programs at UNIPAR Jember, and job training. PERPENCA has strong conditions but faces big challenges, so it is advised to use a diversification strategy. The effectiveness of PERPENCA in promoting equal employment opportunities is evaluated in three ways: a) data collection is done for those with disabilities who are prepared to work, b) district disability service units are established in employment, and c) social welfare extension agents are required
