Mental retardation are those who have problems or limitations in ability so that they are less able to consider something that has been done, distinguish between what is good and what is bad, distinguish between right and wrong, all because of their limited abilities. Behavioral counseling is a counseling method that provides a scientific view of human behavior. Behavioral counseling is the right approach to behavior change, with this method being able to reduce or eliminate deviant behavior and is also able to strengthen good behavior. Research focus: 1). What is the process of behavioral counseling in increasing interest in learning mentally retarded children at the Jember State SLB. 2). What are the supporting and inhibiting factors of behavioral counseling in increasing the interest in learning mentally retarded children at Jember State SLB. 3). How is the learning interest of mentally retarded children in Jember State SLB? This research method is descriptive qualitative with observation, interview and documentation techniques. This research draws a conclusion: 1). Behavioral counseling in increasing the learning interest of mentally retarded children at the Jember State SLB carries out 5 stages including: Assessment stage, goal setting stage, technique implementation stage, evaluation termination stage, and ending counseling with the feedback stage. Something that is expected after the counseling process is that mentally retarded children are able to increase their interest in learning.
